CHAD ECHO FUNDED PROJECT: Strengthening Resilience through Multi-Sectoral Response Project
Center for Community Health and Development CHAD International is seeking qualified and dedicated individuals to join our team in implementing the ECHO-funded project, "Strengthening Resilience through Multi-Sectoral Response in Borno, Zamfara, and Sokoto States." This project aims to address the urgent humanitarian needs of affected populations in the Northeast and Northwest regions of Nigeria.

Project Overview
In partnership with The International Rescue Committee (IRC) Deutschland GGMBH, CHAD International will be implementing the ECHO-funded project in Gwoza LGA, Borno State. The project focuses on the Education in Emergencies sector and aims to provide critical support to vulnerable populations.
Job Summary: The Procurement and Logistics Officer will be responsible for the efficient and effective procurement of goods and services, as well as the management of project logistics. This role involves ensuring compliance with procurement procedures, managing supplier relationships, and overseeing the timely delivery of supplies and equipment.
Experience: Minimum of 2 years of experience in procurement and logistics, preferably in the NGO sector.

Responsibilities
Develop and implement procurement plans in accordance with project requirements.
Conduct market surveys and identify potential suppliers.
Prepare and process procurement documents (requests for quotations, bids, proposals).
Conduct supplier evaluations and selections.
Negotiate contracts and purchase orders.
Ensure timely delivery of goods and services.
Manage inventory and warehouse operations.
Coordinate transportation and logistics arrangements.
Ensure compliance with procurement and logistics policies and procedures.
Develop a Procurement Advertisement Template (sample) for effective communication of procurement opportunities.
Develop a Bidding Analysis Sample to guide the evaluation of bids.
Establish and maintain a comprehensive Vendors Database for supplier information.
Develop a standardized Procurement File system for document organization.
Develop a comprehensive Warehouse Policy outlining storage, handling, and inventory management procedures.
Develop a Vendor Assessment Tool to evaluate supplier performance.
Qualifications and Experience:
Bachelor's degree in Supply Chain Management, Logistics, or a related field.
Minimum of 2 years of experience in procurement and logistics, preferably in the NGO sector.
Strong negotiation and contract management skills.
Proficiency in procurement and logistics software.
Excellent organizational and time management skills.
Knowledge of procurement and logistics best practices.
